An aged widow was penalized with a £2,500 fine by council officials for dropping cigarette ash on the pavement.
Sheila Martin, a seventy years old widow was smoking at a bus stop when an inspector approached and handed her the £75 prescribed punishment for littering.
The moneyless grandma refused to pay the fine and now she is warned that this fine could rise to £2,500.
Mrs. Martin was penalized with the same fine by the Sandwell Council inspector after visiting her daughter on May 25. Sheila still can’t believe what happened to her. “I was sitting at a bus stop and enjoying my cigarette when out of nowhere a inspector appeared and accused me of littering. I couldn’t believe that it happened to me. I was only smoking a cigarette. It is one thing I can afford to buy myself. ”
Mrs. Martin said that she was so shocked that lately suffered an asthma attack at her home. “I have always been a law-abiding citizen that is why this was a real shock to me and I just lose consciousness.
“I am making both ends meet only thanks to my friends and neighbors. I feel as I am being victimized.”
From the very beginning Mrs. Martin refused to pay the £75 prescribed punishment charge. But she has still seven days to pay the fine or she will be summoned to appear before court and might thereby face a fine of up to £2,500.
“This entire situation seems so unfair,” she said. “I can’t understand why court is so punitive concerning such a simple matter. I am feeling so sad and angry.”
It is not the first time when Sandwell Council is blamed for being severe that concerns littering. The Council drew more than 2000 penalty fines within the last year, in comparison with only 336 in neighboring Dudley.
Vanessa Kelly a 26 years old mother was penalized with a £75 fine by Sandwell officials last year for feeding the ducks at a local park, while being with her little son Harry.
Kerrie-Anne Hickin remained stunned when an inspector penalized her with £75 as she walked to pick up her children from school. Mrs. Hickin said that an inspector from Sandwell Council claimed that he sew a tissue in a wind blast and then started to enumerate the littering by-laws.
“I am feeling a huge disgust over this entire situation. It is something ridiculous, mean-spirited and absurd,” she said.
“Our inspectors do not issue prescribed punishment notices for dropping cigarette ash. They penalize only those who drop cigarette butts,” the Councillor Derek Rowley, Sandwell's Cabinet member for safer neighborhoods stated.
